“Students of the Revolutionary War Period quickly learn that not every colonist supported the movement toward independence. Just as the patriots of 1776 objected to the laws and regulations of the King and Parliament, so many of the colonists (including a great many of the inhabitants of Baltimore County) resisted–vocally and physically–the resolutions, decisions, and policies of Observation. Many joined the Association of Freemen of the Province of Maryland, enrolled in the county militia, or subscribed to Oaths of Fidelity and Allegiance to the State of Maryland, and they were known respectively as Associators, Enrollers, and Jurors.”

“As Early as 1778, a law was passed requiring all men to take the Oath of Fidelity and Allegiance to the State of Maryland. Those who refused to take the Oath were to be designated as Non-Jurors. Refusal to take the Oath did not necessarily imply loyalty to the Crown. Soldiers were not required to take the Oath, and members of some religious groups, such as members of the Society of Friends, refused to take any Oaths as a matter of conscience. Unpublished sources indicate that 2,203 men of Baltimore County took the Oath, which the Minutes of Baltimore County Court for 1778 listed 2,211 Non-Jurors (or Non-Associators).”
